The default (if not <filter> constraints are used) is to install the
<rpm>'s every, i.e., both "oscar_server" and "oscar_clients".

Why ODA was setup as you showed in your example...no clue?

What are the rules on no filter w.r.t. "oscar_server" and
"oscar_client"?
