By default, if the package is installed but not configured, then the package will set up the client nodes to use the headnode as the time server. Typically during an OS install (eg. RH9 or FC2), the user will be prompted to set up ntp server - if the user has done so during the OS setup, and the ntpconfig package was not configured, again, the client nodes will simply use the headnode as the time server (in this case the headnode will sync up with an external time server). If the user did not setup ntp server during OS install, then it will simply not sync to an external time server.
