Can you post ntp.conf for the _headnode_ as well?
 
Also, do you have 2 nics on your headnode (one for public internet, the other for cluster LAN)?
 
This may be a FC3 specific issue.  Will you be able to test this on a FC2 system and try to re-produce the error?

it's been running for awhile, still gives the errors. the head & node's times
are a good 8 seconds out
