The solution for this is just a "house clean": deleting perl-Qt-mdk-3.006-5.i586.rpm from packages/perl-Qt/RPMS solve the problem. It should have not bring consequences to any other distros since this is a Mdk related package. This is not good. The last complete and stable installation of Mandrake 10.0 + OSCAR 4.1 I had had just perl-Qt-mdk10-3.008-4mdk.i568.rpm. I thought this "weird" and I tryed to go for STEP 0 (OPD) with the recent branch and - guess what? - I couldn't run OPD.
