I think the general problem is that with OOD, most of the packages are provided by Debian proper and they aren't OSCARized as their RPM counterparts are.  As you can see, some times files are missing...
 
There are 2 solutions:
 
1) Create your own debs based on the ones provided by Debian proper
2) Create a separate deb which provides the missing files/functionality

These directories (and the files in them) are created when the
lam-switcher-modulefile RPM is installed -- in the %post scriptlet. 
They invoke switcher to add the lam* names to the switcher repository
(which ends up making that directory, etc.).

So you might want to look at how you converted the
lam-switcher-modulefile to an RPM.  I don't know exactly what the MPICH
RPM does (who maintains that, anyway?), but it's something similar.
