Yes, I had that issue somewhere, too. I know the package is building fine with
the perl-Qt delivered usually with OSCAR (perl-Qt-3.009b2-5).

This is intended behavior. Without a config file no stuff works
properly. Since you didn't install it properly, you don't have the config file
stub in the appropriate place. "ls" will reveal you a config file stub and a
manual page netbootmgr.8.
