Looks like the only changes between 5.0.1 and 5.0 is the VERSION file:

What did you do with these RPMs?  Did you copy them to
/tftpboot/oscar/{common-rpms,suse-10.2-x86_64} dirs respectively?

The sge RPM provides qconf -- if you do `rpm -qlp
sge-6.0u8-6.x86_64.rpm | grep qcond` you will see it there.

According to your logs, a lot of the packages didn't get installed,
probably because OSCAR could not find them in the repository.  Please
copy the RPMs to the repositories in
/tftpboot/oscar/{common-rpms,suse-10.2-x86_64} and try again.
