I plan to revert following two changes:

Fixes problems with Debian packages:
- configuration files are now correctly included in the packages.
- files for SIS db are now in the systemconfigurator-oscar package.

Because of OPKGC we cannot have any more a direct dependency with 
systemconfigurator. We
have now a direct dependency with opkg-sis-client.

(maybe with expection to the first part of r6047).

The files for SIS db need to be created by systeminstaller. They belong to the
systeminstaller and should not be created by systemconfigurator. The purpose
of systemconfigurator is completely different.

The second problem: r6046 introduces (without need) a requirement for an
OSCAR metapackage! This is not good and should not be done. Systeminstaller
can (could) be installed also stand-alone. There is absolutely no problem if
systeminstaller-oscar requires systemconfigurator (the package, not the opkg).
If systemconfigurator was installed as dependency, opkg-sis will have less
packages to install. But opkg-sis-client should still require 
systemconfigurator,
of course.

Maybe this was actually a non issue and a problem which resulted from the wrong
conversion of the dependencies (by opkg-convert). Those are fixed now.
