Well, if the /home is common (NFS), you can just put a small shell
script on the computer that should submit jobs. Something like

#!/bin/sh
ssh master_node "qsub $1 $2 $3 $4 $5 $6 $7 $8 $9"
--------------------------------------------

where master_node is the name of your oscar head node (public
interface).

Anyway, maybe the script has to be more complicated but not that much.
