here's the solution for adding submit hosts outside of the OSCAR cluster proper:

1. Add the submit hosts to the /etc/hosts.equiv file on the pbs server.

2. qmgr -c "s s acl_host_enable=true"
3. qmgr -c "s s acl_hosts=<hostname1>,<hostname2>"

The acl_hosts list as well as the /etc/hosts.equiv file also takes wildcards. This is working for me since Sunday ....
