I changed the localhost.localdomain to Master.oscardomain,
rebooted the computer, installed OSCAR and got the same
PBS Shell Test FAILED error.  I looked for the error log
you mentioned.  The error log had two lines:

/opt/pbs/bin/bpsdsh: tm_init failed, rc = TM_ESYSTEM (17000)
/opt/pbs/bin/bpsdsh: tm_init failed, rc = TM_ESYSTEM (17000)


What do I do to fix this?  Does this have anything to do
with the system clock?

The shelltest should kick out an error file in ~oscartst/pbs (I think that's the directory)... the contents of that may be useful.
