The network installer for OSCAR (SIS) doesn't support building Debian
images due to the interactivity of the dpkg that is used to install the
.deb packages. I believe there have been some improvements to Debian to
help this situation, but we haven't been able to revisit it. 

It may be possible to get OSCAR working by fetching an image from an
existing Debian machine and then customizing this image, but it will be
a lot of hand customization.
