Usually, OSCAR OPD will download ganglia package to local /var/cache/oscar/downloads directory, and unpack it into /var/lib/oscar/packages directory. But the oscar installation needs the package in /*/oscar-2.2.1/packages.
The solution is copy ganglia*.tar.gz into /*/oscar-2.2.1/packages, and unpack it there.
Hope it will solve the problem.
