On the server (head node): edit /var/spool/pbs/server_priv/nodes (add the server) service pbs_mom start service pbs_server restart pbsnodes -a (verify that your server is there)

I don't think so because clients are completely wiped out and automatically reinstalled. You certainly don't want to wipe out your server (and this is technically impossible).
If you want to play with OSCAR this way, you should consider using an OS emulator like vmware (www.vmware.com). However your master should be a "powerfull" computer for an optimal usage (most of the developper use this approach because it is very convenient and you don't need an access to a large number of computers).
Another approach would be to include you master node in the PBS queue so that you can submit jobs and use/test OSCAR. I'm no PBS expert but maybe someone can ankswer this question (Jeremy ?). Maybe this can be turned into a configuration option for PBS ???
