Unfortunately, I did not even try that before your mail because I had bad memories doing that, and also pbs_server -t create, with a previous installation with which I had pbs problems (that were in fact due to a bad /etc/hosts... ;-(

As far as your error... is the pbs_server service running? If so, I might try blowing the pbs db away once before running the Step 7. (this can be done by manually starting the pbs_server process- /opt/pbs/sbin/pbs_server -t create)

PBS_Server;Svr;PBS_Server;PBS_Server, pbsd_init failed
I suspect that updating the file "nodes" by hand would not be a very good idea for maintaining coherence with the data file "serverdb"...
