I ran into this exact problem when we were practicing our demo for SC --
we were installing OSCAR on a totally disconnected cluster; see bug 845179
(https://sourceforge.net/tracker/index.php?func=detail&aid=845179&group_id=9368&atid=109368O).

In hindsight, it may be possible to simply deselect the NTP servers that
are listed in the configurator (we didn't try this on the SC floor -- we
just strategically edited areas of the NTP package to delete the
/etc/ntp/step-tickers file after it was generated).

Does this work for you?

Note, too, that you *must* install the ntpconfig package because if you
don't, you'll get a failure later because some other RPM depends on the
ntp RPM.  And ntp is not listed in the RH90 base RPM list -- it's only
listed in the ntpconfig package.
