Which version of PBS are you running ? 
what is the output of qstat -q ? 
what is the output of `ps -aux | grep pbs` ? 
It should look something like this :
root      1549  0.0  0.2  2256 1176 ?        S    Apr20   0:37 
/usr/pbs/sbin/pbs_server
root      1563  0.0  0.1  1944  600 ?        S    Apr20   0:07 
/usr/pbs/sbin/pbs_mom
root      1577  0.0  0.1  2056  952 ?        S    Apr20   0:06 
/usr/pbs/sbin/pbs_sched

> Starting PBS Server: pbs_server: another server running
It seems that the port needed by PBS is used by either another version of 
PBS or another service... PBS moms communicate on port 15002

seems the rest of the errors are consequences of the first...
