I looked for the rpms and couldn't locate them. Is this a proxy related issue, and if so is there a work around? If not, is there a non-opd way to get at those "oscarized" files? I assume I could then just dump them in the download directory and skip opd and move to the install step. Is that the case?

There is a manual way to do it. It probably failed because it's using ftp rather http. You can manually get the tarballs from:
ftp://sponge.ncsa.uiuc.edu/oscar/repository/


And then untar into /var/lib/oscar/packages/
