Thank you Erich and Bernard for your time helping me get this going. I figured out what the problem was. It turns out that jobs that I was submitting had some slight errors (punctuation) and that caused the jobs to finish quickly making it seem like the queue would not hold any jobs.
Needless to say it's all working after I corrected my errors.
