The OSCAR database has nothing to do with starting the cluster really. What error messages are you getting and when? The more specific information you give, the more helpful we can be.
Did you get a completely successful set of tests from the Installation wizard when you were done with the installation? Also, did you boot the head node first and then reboot the compute nodes? If you simply reboot the head node, the cluster will not work until you reboot the compute nodes as well. Make sure the head node is booted completely before rebooting the compute nodes, if you boot them all at the same time the results are unpredictable.
