Okay, with OSCAR_VERBOSE=5, see at the end.
I was not trying to use a URL for the Oscar RPMs,
and indeed the common-rpms directory is populated
with what it should have. It is the distro_repo that
Oscar is getting confused about, since it never
looks at what's inside the URL.
