I think this may be the reason. And this is also mentioned on the release note. http://svn.oscar.openclustergroup.org/trac/oscar/wiki/InstallGuideReleaseNotes#a2.5.1Fedora789 So, don't try to install any packages (rpms) manually and use the remote distro repo as much as possible.
