The error about the command not being found seems to be the key. Try to do a
`which ompi_info` and see if you can locate it. If so, make sure it's in the
standard path, because the test cluster step runs as user "oscartst," not as
you, so if you have something special to your environment, another user won't
find it.
If you can't locate it via `which`, try to do an RPM listing of the contents of
the openmpi rpm, and see if ompi_info is listed, and if so, where it got
installed to. Add that to your path and try above again.
If you can't locate ompi_info on your system anywhere, maybe the upgrade
removed some package due to dependencies that you really do need...

OSCAR is not tested with infiniband hardware/software so it is
difficult to say what is wrong.
I have used openmpi, but I have the most experience using LAM/MPI and
I took my configuration problems to the openmpi lists when I was
having problems with OFED. They were very helpful. I believe some
folks on this list are using OFED currently along side OSCAR.
