I can also confirm that the bootstrap missed installing opkg-sis-server, 
and manually installing this (and its 16 dependencies) - which while this 
took three tries because of a very slow network connection this afternoon 
- worked, and I'm now looking at the OSCAR Wizard.

Step 0 is ghosted-out, and Step 1. appears to work perfectly (never did in 
5.1rc1); already looks very good, but I have to go for the day.  I'll 
report back tomorrow on efforts at a cluster build!
