Thilo,

You are confusing two different things: the copyright and the license. I am 
aware some some people involved in the GPL license would like to not see the 
"All right reserved" but the legal people at the Oak Ridge National Laboratory 
told us to include those terms because of legal reasons related to the 
copyright (which i do not understand, i am not a legal person).

But again, those terms are related to the copyright, not the license. If you 
want more details, please contact the legal department of the Oak Ridge 
National Laboratory.
