yes - the "yum list installed" command is run from within a image chroot
(sorry for not making that clear in the first place).

i'll be giving this another good look - it may actually be related to 
another problem i face in a different oscar install, where some server pkgs 
havent been installed (see [Oscar-users] build failure due to missing 
/root/.ssh/authorized_keys*).
