Hello, ORNL is experiencing major networking issues and as a result, the OSCAR repositories that host binary packages are currently not accessible. We do not know when the problems will be solved and it can actually take a few days to have the repositories back online.
Sorry for the disagreements this could cause and be sure ORNL is doing is best to solve the problem as soon as possible.
