Developers feel at home on mailing lists and IRC. Its _users_ who feel 
the need that they need to have forums

Sharing their projects. How will this be different from Freshmeat or 
Sourceforge? If the sole aim is to be a "Malaysian forge", would a list 
alone not be enough, on a page, rather than having it be something that 
will not be very populated?

Code can be hosted on the numerous services available - sourceforge, 
google code, github, etc. You just need pointers (links).

If you think there is a capability to grow, you're after a "list", 
similar to what we have here:

But again, I don't see that as having much traction, per se

Support from community - why not get it via the mailing list?

So, the mailing list already exists. A social network exists.

Why not extend the social network to include "projects" the person is 
involved in?

What will be the purpose of a wiki? Who will maintain the wiki software 
(mediawiki is notorious to having software holes and needs updates quite 
constantly).

Besides, project hosting sites, like google code, kenai, et al all offer 
wikis
