How do relate cost factor versus OSS? Trying not to be an a** here but
looking at business model it is more less the same as those proprietary. But
I do agreed with you that by the end of the day is how would you convince
the decisions makers. is it safe for me to say that 90% of the OSS market
consist of technical people rather than PR and marketing people.  I do greed
with mampu statements more less because they want to create awareness. That
would the first step of any product to state their claim in the market.
Personally I belived that now would be a very good time to invest in the
marketing that you go full blast.

Yeah one might not be much in a data centre of maybe a hundred servers, but
it is a start. The server must be doing something important like serving the
main portal, mail server or app server.

MAMPU is a very loud paper tiger. It has no authority to mandate other
agencies on what platform to adopt and hence working like a true agencies it
prefers to "convince" and "persuade" rather than be kuku besi about it. On
that I cannot agree with them as the Govt only works if there is a stick.
Being self starters has never been a hallmark of the local civil service and
it will never be.

Running FOSS on Windows or even on Linux or BSD only means they are using a
FOSS stack. Nothing to do whether the stuff they create is open sourced or
not.

Dude..the Govt is slowly warming towards FOSS, essentially because of the
cost factor. That worries me because it only means that they are more
interested in the Free as in Cost part rather than the Free as in Freedom
part. They might just always want to not pay for the stuff.
