It is a long time since I actually use php, i would leave my comment on php as minimal as possible.
Python code(in my personal opinion) is more readable that PHP, which is important because you need that maintain your code Python also have a lot of tools that not just for web development, but for desktop and console development too. It is very flexible. I personally do some one time script in python.
