Not sure on the workings of other distros.

For Centos, at any one time, the local users will be served by local mirrors
and those from neighbouring regions by order of priority.

Try substituting the suffix of the first two links I provided above from
Malaysian country codes to something else, Indonesian 'id' for example.
You'll see that Malaysian mirrors still serves Indonesian users but at a
lower priority.

I do notice that traffic does comes from neighbouring regions, but at a
lower percentage except China   :-P

Of course, you can always filter China by IP address blocks.  I'd recommend
this - http://www.okean.com/asianspamblocks.html
