Yes. The display is always active. I think most people will use the LCD coming with the Mini2440. But there is no reason why not disable the framebuffer support if it will not be used. It's hard to provide matching configurations for every use case in the wild. So, its up to yourself to disable features you do not need (in the kernel and in the userland).
