Yes.

You can copy the "rules/udev.make" from a more recent PTXdist version into the 
local "rules/" directory of your project. This local file will replace the 
global file from your older PTXdist version.

Sure. But it needs some time. Install the latest PTXdist and build the latest 
toolchain with it.
Then install the BSP and run "ptxdist migrate" within it and carefully answer 
all the questions. At the end, run "ptxdist platformconfig" and change the 
toolchain settings to the latest toolchain version.

This is a regular update process of an older BSP. When building it afterwards 
the fun and testing really begins... ;)
