I havent yet had a chance to try JSWiff, I will as soon as I get back from my hols.
However I have used Flagstone Transform for converting mp3 files into multiple swf files (rather odd use i know) since swfmill doesnt yet support mp3 files. I like you had a little problem with an infinate loop in a part of the code which copied the mp3 data it didnt check for eof. This was fixed after a little digging. From my little look the code was a low level API for working with swfs like I imagine swfmill is under the hood. The code quality looked good and as you said its quite well documented. Best of all its under a BSD license everyone is free to extend and learn from the code. Perhaps there is a possibility to combine the best of jswiff and transform. Also im sure there are things which could be ported to swfmill.
