Ralf, I'm not sure it's possible to write a debugger in flash because you need to create and listen on a server socket, and be able to handle binary packets (containing \000). I guess you can write a small script in any language that open two connections, one for the Player and one for the Debugger, and do the proxy by translating binary to base64 packets on the Debugger side for example. But that means it's not a 100% pure Flash solution.
 
As for UI, since I was asked my opinion, I would love to see a standalone crossplatform debugger, a bit simular to Flash one but with more features , faster, and better variables display, that can also remember breakpoints between sessions for example. Having also an Eclipse debugger might be nice but as stated not everybody is using Eclipse.
