Maybe, but you'd only have stubs. Implementation is what takes time.

You could maybe even do the same thing with a javadoc template...but instead of 
having the javadoc output HTML, have it output C# stubs (with xml docs). I 
haven't experimented with this however, but I imagine it would be possible.
