Most PC these days come with .NET 1.1 installed. I suggest you try an installation of FD first, if it doesn't work, you can go to http://www.microsoft.com/net/ or Windows Update's optional components for the .NET 1.1 (not 2.0)
Correct me if I am wrong, I believe MTASC 1.11 comes with FD's installation, and the configuration of FD shall point to the right MTASC folder. This makes FD installation less painful compared to most OS projects.
