Hi, I can't think of any restrictions around converting SWF to other formats.
As someone else pointed out on the list, our main concern is the creation of a fragmented & confused Player with multiple, potentially incompatible players. The fact that the Flash Player is consistant and basically always works the is one of the key reasons it has had real advantages over some other runtimes (eg, look at the history of browsers and also JVMs...especially note the way Microsoft forked the JVM). We give the Flash Player for PCs away for free, we sell tools and servers. We welcome competition (and complementary products) in the tools and servers market around Flash, but we think it is in the interest of not just us, but developers and other SWF tool vendors as well, to keep a consistant implementation of the Flash Player.
