Because, Adobe forsee's Flex as the platform to use for application development, not Flash. As such, any resources spent on developing a component framework will be spent in Flex, and not in Flash.
You can't use the Flex classes in MTASC because they aren't available; they are packaged in an SWC and secondly, they use specific metatags that MTASC doesn't support (and probably wouldn't pass MTASC's strict compiling rules). Finally, licensing would prevent you if you could find a way. The Flex compiler basically takes MXML & CSS, converts it to ActionScript, and makes a SWF. It also compiles assets into the SWF like fonts and images, much the same way the Flash compiler does. MTASC can compile ActionScript to SWF, but it can also inject classes. Flex 1.5 came with compc.exe which allowed the creation of SWC's, which is pretty cool. I think the new Flex 2 compiler can do incremental compiling now.
