If you're in Windows, open a Command Prompt (Start/Run/type "cmd"). 
Navigate to your eclipse directory (cd C:\Program Files\eclipse or
whatever).  Then type eclipse -clean.

This will start eclipse.  In Eclipse, go to Window / Preference.  You
should see "ActionScript 2" as the second pick in the tree on the
right.

Do you see it?
