There is no "need" for it to be a Eclipse App. But it should be platformindependend and extensible - and thats where eclipse offers a great framework - might be difficult to start but easy to extend afterwards.

Anyway: Even without skills in Java its important to get help - type independet. There are so many things to do aside of the programming what CAN be done by people with less skill in - lets say - Java. So please don't hesitate to think about how to contribute if its not code.
Resources contain Time, Abilities and Money (of course). And if you don't have money it might be interesting if you maybe know someone (like your boss) that has and is willing to help you. Its not that this person will get rich by programming its just to see that you don't do it without any good.
