OK – thanks Jon. It was user error as usual. I guess the path to MTASC has to be:
folder/folder/folder/MTASC.exe
As you see slashes in Windows explorer, not:
folder\folder\folder\MTASC.exe
That wasn't clear to me (it just said "MTASC executable location:" in setup, and instead of browsing to it, I pasted the path from Windows Explorer), but now that I changed that, the error went away. It wasn't running MTASC at all, but it's working fine now. Thanks!

also, click on the options from the blitz logo and select "pause command prompt?" - MTASC might tell you what the problem is as well
