Why not use the APIs that are already provided by Yahoo? http://developer.yahoo.com/maps/
it's not open source but it'll save you a lot of time. Then only open source mapping option at the moment is http://www.openlayers.org/ but it's AJAX not Flash. HTH, Paul.
