I'm sure that there are many Flash _developers_ using Linux, but I
doubt that _designers_ will prefer Linux even if the Flash IDE were
available. Due to the lack of Linux version of Photoshop, Illustrator,
they will still need to use Windows (and why do they run their
softwares on two parallel platforms instead of one). However porting
Flex Builder to Linux has more sense, because of the different target
audience (Flash IDE is much rather targeted to designers than developers).
