Jason, IMHO your development should be carried out on
Flash CS3.

The free Flex 2/3 SDK will always be there for you
should you decide to do some complex GUI work.

And you could use Sprouts (in OSFlash) for project
management. 

Also, as Mark suggested FDT 3 Beta is out; if you need
a better coding environment that is the ultimate
choice, for 399EU. (It's worthed)
