Where are you from?

If you're american, I suggest goDaddy.
It's VERY cheap, and with the middle hosting solution (70 dollars each 
year) you can host infinite domains on a 100 gigabytes space.
The support sucks, and the mail services too, but the first is not 
needed (easy configuration) and the second can be done well with google 
thanks to the google apps.

They offer php, and mysql.

I'm italian but i'm using it and it works well.

I also appreciate dreamhost for their philosophies, I will try it someday.

With goDaddy you can also buy a virtual dedicated server for something 
like 20$/month and install wathever you like.
