Not necessarily. An SWF used to be a format for animations, the rest came later. Animated GIFs can contain, well, animations. Of course you can't have interactivity or logic in an animated GIF, but you can well have badgers and mushrooms (without sound) -- for, say, a thumbnail preview it does make sense.
