It's a bit complicated. Cygwin uses newlib as its C library and currently it 
(newlib) lacks of wide character implementation. It is said on Cygwin mailing 
list that Unicode support will be implemented on the future 1.7 version, but 
there are no release plans for it and the development version of 1.7 doesn't 
have it currently.
