Hi JS, I've reviewed your changes and believe that it should be possible to just replace all the _ARB defines with non ARB versions and remove the #if as well as include/osg/Texture defines them if they aren't already defined. This approach means we should be able run with simplified code.
I've checked my changes in, could you do an svn update and let me know if it works fine with osgOcean out of the box now.
