Perhaps proposal and course notes could go in to a subversion repository. I am wary of putting the effort for another course only to get knocked back because Siggraph aren't providing API related courses as happened last time. There are other conferences that we could submit too, so perhaps a series of course notes could be assembled, and have a proposals for each event put up.
